The National Film Awards were first established in the year 1954. Since 1973, the award ceremonies have been administrated by the Indian government’s Directorate of Film Festivals. The award ceremony was conceived by the government to honor and encourage films that are directed across India. Every year the government appoints a national panel to select the winning entry and the awards are given away by the President of India in New Delhi. The ‘Best Costume Design’ award is one of the sub-categories of Silver Lotus Award and was introduced in the year 1986. The inaugural award was bagged by Saba Zaidi for the movie ‘Trikaal’. The movie was directed by Shyam Benegal and was set in Goa during the early 1960's (pre liberation) Period.
